It would be unfortunate to give the position to someone who does not really want to carry out the responsibilities. It does not come as a surprise that the choice you may have could later on decline to work on some matters. At this point, you can consider the second option that you had or give it to some other willing contestant.

The qualities of this new leader need to meet the expectation of your group. Choose a respectable individual in the community, someone who does not have a dent in his or her track record. This is because the individual will be a representative and needs to have a good reputation.
